Philip T. Galland – President
Philip Galland is a focused visionary leader with 16 years experience in senior sales and management roles at private and public technology focused companies. Variously described as passionate and hard–charging, Philip has infused Neokinetics with his infectious enthusiasm and energetic leadership style. Philip held senior sales positions at Oracle where he earned the prestigious President’s Club status, as one of Oracle’s top sales people. As co–founder and CEO, he grew two government focused entrepreneurial ventures, one dedicated to aiding federal law enforcements interdiction of criminals on the Internet and the second offered direct support for the United States Global War on Terrorism. Philip is also the founder of the Northwest Coalition for a Safer America, a private, public, and academia based coalition dedicated to working towards solving some of our Nation’s most complex national security issues.
Herbert Lewis Alward Ph.D. – Chief Scientist
Dr. Alward has 30+ years of experience in bringing new technology to practical software applications. He specializes in blending numerical and combinatorial optimization algorithms with artificial intelligence techniques. Dr. Alward has been a lead engineer and engineering manager for software and artificial intelligence projects in the semiconductor and defense industries. He has designed and implemented innovative software systems for aircraft and missile tracking, strike planning, signal processing and analysis, image and data compression, and threat assessment for the Department of Defense and other national agencies. His work has featured the introduction of evolutionary, fuzzy, neural, and expert system techniques into the solutions of problems for which the traditional numerical techniques proved inadequate.
Rob Williams – Chief Software Architect
With over 16 years experience in software development, primarily in entrepreneurial environments, Mr. Williams’ projects have run the gamut from a product for automating the scoring of continuing education tests, a scheduling and labor reporting product that was deployed in many tier–one customers for over 10 years, to several experiences in startups, including a health care company that went from 3 people to a $200M valuation in 3 years, a company that provided web stores for entertainment companies such as Fox, NBC, ABC and Comedy Central, to a project developing an outbound marketing application to be integrated with BEA’s Portal Server. Mr. Williams brings a broad diversity of experience, creativity and vision to the Neokinetics team.
Ravi Viswanath – VP of Consulting
Mr. Viswanath has over 20 years IT experience in senior management roles at private and public companies. Mr. Viswanath joined Neokinetics from HedgeStreet Inc. where he served as CTO for the world’s first fully electronic, non–intermediated, US–regulated derivatives exchange. Mr. Viswanath is a well accomplished entrepreneur having previously Co–founded ePairs Inc. and MineScope Software. He formerly served as Director of Development and Architecture for Oracle Corporation where he focused on Oracle’s Internet Commerce Division’s market strategy and architecture. He received an MS in Computer Science from the University of New Hampshire, Durhan and his BTech in Mechanical Engineering from the prestigious Indian Institute of Technology, Chennai.

Howard Crosby – Chairman of the BOD
Since 1989, Mr. Crosby has been president of Crosby Enterprises, Inc., a family–owned business advisory and public relations firm. He currently also serves as a Director for White Mountain Titanium Corporation. From 1994 to June 2006 he was president and a director of Cadence Resources Corporation (now Aurora Oil and Gas, Inc.), a publicly traded oil and gas company. He has been the President and a director of Gold Crest Mines, Inc., a reporting company engaged in mining activities, since August 2006. He is also an officer and director of High Plains Uranium, Inc., Sundance Diamonds Corporation, Dotson Exploration Company, Nevada–Comstock Mining Company (formerly Caledonia Silver–Lead Mines Company), Platinum Diversified Mining, Inc., Tomco Energy, all of which are privately held companies.
D. Michael Abrashoff – Director
Mike Abrashoff, former Naval Commander and assistant to the Secretary of Defense, the Honorable Dr. William S. Perry, has extensive contacts throughout the Department of Defense. A 1982 graduate of the Naval Academy, he understands the needs of the end–users. Other accomplishments during his service include: Co–drafting the air defense plan for naval forces in the Persian Gulf in 1990, coinciding with Iraq’s invasion of Kuwait; Commander of USS Benfold, which became regarded as the finest in the Pacific Fleet, winning the prestigious Spokane Trophy for having the highest degree of combat readiness. Mike has authored two best–selling books on leadership; It’s Your Ship and Get Your Ship Together. He is one of the world’s most dynamic and sought after speakers and authors on the important topic of leadership.
Robert L. Ferguson – Director
Mr. Ferguson has over forty years of management and technical experience in the government and commercial sectors. He has held positions of major project and program responsibilities while with the U.S. Atomic Energy Commission, the Energy Research and Development Administration, and the U.S. Department of Energy. His private experience includes CEO of the Washington Public Power Supply System, Chairman of the Board of UNC Nuclear Industries, and Corporate Vice President of Science Applications International Corporation. In addition to his experience in managing major projects and programs, Mr. Ferguson has experience in the startup of new companies, has served on the boards of public and private corporations and, most recently, is a founder and board member of Columbia Trust Bank. His current focus is on the management and financing of technology–based startup companies.

Robert M. Hust – Director
Mr. Hust has more than twenty–one years experience as a software innovator and socially responsible entrepreneur. He has been responsible for software product vision, design, and creation. As an independent media consultant specializing in the creation of new markets and media for small businesses he acted as creative director, managing media development, marketing programs, and managing both small and large product development staffs. Rob has provided design and implementation foundations for distributed Internet media management systems and has directed the technological development for several ventures with both private and public sector focus.
Larry Latham – Director
Larry Latham brings over 25 years of experience to ASTI as one of the nation’s pioneers in Internet sales and marketing. Mr. Latham also has extensive experience in government sales. He was instrumental in creating the technology and logistics that allowed the FCC to auction $20 billion of PCC Spectrum licenses. He was also founder and owner of Levy / Latham, an Internet company that averaged sales of over $10 billion in materials each year for the Department of Defense. Under a teaming agreement with Cantor Fitzgerald, he was the first to sell financial instruments for the FDIC and RTC via the Internet. Other clients of Mr. Latham’s firm included U.S. Customs, VA, HUD, FMHA, U.S. Marshal’s, Fannie Mae, Freddie Mac, FDIC, GSA, Royal Bank of Canada, Citibank, Chase, and numerous fortune 500 companies.
Matt Milstead – Director
Mr. Milstead has spent nearly 20 years in leadership roles for an array of companies with domestic US and international operations. He has considerable experience in entrepreneur start–up and early stage growth companies spanning such industries as commercial real estate development, retail, construction, trade, and telecommunications. He has sat on the Board of a multitude of companies and held positions including those of President and CEO. Has successfully lead several companies through financial and operational restructurings. Mr. Milstead holds an Engineering degree from Virginia Tech and a Masters from George Washington University in Administration.
ADVISORY BOARD
The Honorable William J. Perry – Chairman Advisory Board
William J. Perry currently serves as the Michael and Barbara Berberian Professor at Stanford University, with a joint appointment in the School of Engineering and the Institute for International Studies. He is also a senior fellow at the Hoover Institute and co–director of the Preventive Defense Project, a research collaboration of Stanford and Harvard Universities.
Dr. Perry was the 19th Secretary of Defense under President Clinton, serving from February 1994 to January 1997. As Secretary of Defense, he was instrumental in implementing and strengthening the Nunn–Lugar Cooperative Threat Reduction Program. He also served as Deputy Secretary of Defense (1993–1994) and Under Deputy Secretary of Defense for Research and Engineering.
Dr. Perry has extensive business experience and currently serves on the boards of several high–tech companies and is chairman of Global Technology Partners. He is a member of the National Academy of Engineering and a fellow of the American Academy of Arts and Sciences.
Dr. Perry has received numerous awards and decorations from U.S. and foreign governments, non–governmental organizations and the military, including the Presidential Medal of Freedom in 1997.
Lt. General, USAF (Ret) Kenneth A. Minihan
Lt. General Minihan was the 14th Director of the National Security Agency / Central Security Service. During his military service at the national level, Lt. General Minihan demonstrated a long history of making new technologies operational and implementing leading edge services and products in a competitive environment where lives were often at risk. He has a history of exceeding expectations for performance and timeliness. During the last twenty years of the Cold War and the transition to the Information Age, he was instrumental in the definition and selection of technology solutions to solve the most difficult national security information needs. Throughout that time, Lt. General Minihan helped set the performance standards for information enterprise operations. Lt. General Minihan is the Chairman and President of the Security Affairs Support Association, which focuses on shared government and industry national intelligence and technology challenges.
Admiral, USN (Ret) Archie Clemins
Admiral Archie Clemins is a proven strategist who has implemented high technology solutions in the private sector, the U.S. Government, and foreign militaries. With over fifteen years experience heading major organizations, he specializes in facilitating alliance partnerships and developing opportunities for commercial technologies. Currently, he serves as Vice Chairman of Advanced Electron Beams, Inc. and Vice Chairman of Positron Systems, Inc. He is on the Board of Directors of Global Crossing, Extended Systems, Healthwise, and several startup companies. He is a member of the State of Idaho Science and Technology Advisory Board and the University of Illinois Alumni Association Board of Directors. Admiral Clemins concluded his thirty–four year military career as the 28th Commander in Chief of the U.S. Pacific Fleet.
Paul J. Kern
General Kern has recently been named as a Senior Counselor to the Cohen Group and member of the Board of Directors of the EDO Corporation. He retired from the U.S. Army in January 2005 after serving as the head of the Army Materiel Command, a worldwide organization responsible for research, production, and supply distribution for U.S. forces and their allies. He revitalized its research in the emerging areas of bio–engineering, nano–sciences, and international cooperation; expanded production while introducing continuous improvement; and initiated the deployment of the largest worldwide enterprise supply chain modernization attempted to date.
General Kern’s career has included leadership of combat operations, management of technical programs, and personal advisor to the Secretary of Defense. Prior to his most recent assignment, General Kern was Director of the Program Executive Officers and Program Managers and advisor to the Chief of Staff of the Army on all acquisition, logistics, and technology matters. Previously he commanded the Army Experimental Force, the 4th Infantry Division, which developed the Army’s network battlefield capabilities. Since 1996, General Kern has been a key leader in the transformation of the Army.
James F. Gibbons
James F. Gibbons received a B.S. degree at Northwestern University in 1953 and a Ph.D. from Stanford University in 1956. He joined the Stanford faculty in 1957, was appointed Professor of Electrical Engineering in 1964, and served as the Frederick Emmons Terman Dean of the School of Engineering from September 1984 to June 1996. In 1983 he was named Reid Weaver Dennis Professor of Electrical Engineering at Stanford. In 1972, he invented the Tutored Video Instruction, which is widely used at Stanford and elsewhere for the continuing education of engineers. He has applied his tutored video instruction to pressing social problems, including the education of children of migrant farm workers (in the 1980s) and to anger management in at–risk teens (in the 1990s), primarily through SERA Learning Technologies, a company he founded. Mr. Gibbons has served on committees advising the Presidential Science Advisor in the Nixon, Reagan, Bush and Clinton administrations.
The Honorable Arthur L. Money
The Honorable Arthur L. Money was sworn in as Assistant Secretary of Defense for Command, Control, Communications and Intelligence in October 1999 and served in that position until April of 2001. Prior to his Senate Confirmation as the ASD, Mr. Money served as the Senior Civilian Official, Office of the ASD (C3I) from February 1998 to October 1999. He also served as the Department of Defense Chief Information Officer from February 1998 to April 2001. He served as Assistant Secretary of the Air Force for Research, Development and Acquisition, and as CIO for the Air Force from January 1996 to February 1998. He was President of ESL Inc., a subsidiary of TRW from January 1990 to December 1994, prior to its consolidation with TRW’s Avionics and Surveillance Group, when Mr. Money became Vice President and Deputy General Manager for the TRW Avionics and Surveillance Group from January 1995 to January 1996.
Michael Starkenburg
Mr. Starkenburg has broad experience in growing technology companies, both in terms of managing the organizations and providing vision for the technology. Mr. Starkenburg currently serves as CEO of Image Metrics a company that provides superior facial animation solutions to the entertainment industry for digital characters in films, video games and other forms of entertainment. He was previously a Technology Partner at the Sprout Group, a venture capital fund where he Managed due diligence, advised portfolio companies and maintained a network of Technology executives. Previous to the Sprout Group, he was CTO of Gemstar–TVGuide, and held various senior management positions at Advantix, Inc, Outpost.com, and America Online. He received his B.B.A. in International Business from The George Washington University.
Brian Miller
Mr.Miller currently serves on numerous boards advising early and later stage technology companies. Previously Mr. Miller concluded a stellar 28–year career with Accenture, where he focused on building the firm’s CRM practice and establishing key strategic relationships with Siebel, PeopleSoft, and Blue Martini. During his tenure at Accenture, Mr. Miller served as the Managing Partner of the firm’s Consumer Products/Retail practice for the West Coast. He also led Accenture’s Silicon Valley Business Launch Center. Mr. Miller received MBA and BSE degrees in Industrial Engineering from the University of Michigan.
